I think all you need to do is use the "XY scatter plot."

I have the 2003 version of Excel, and all I needed to do was insert a chart, select "XY scatter plot," then select the three columns as the source data. It automatically took the first column as the x axis, the 2nd column as "series 1," and the 3rd column as "series 2." They were to scale.
