An Idea: Online Poker on Indian Reservations?

As most of you already know, poker and other gambling is legal on Indian reservations (ie: Pechanga, Morongo, Foxwoods, etc). My friend called me this morning with an interesting idea: Would it be possible (and plausible) for one to base an online site on an Indian reservation?

Also, is it correct to say that the IG would need to be amended to disallow this from happening?
