Default 200NL: I has a set, how much to bet?

Reads: Villain has Tagish stats from datamining. most likely a bad LAG given the flop minraise.

How much should i raise to here? should i aim to have a PSB or less left on the turn? is it okay if i have more than a PSB left on the turn?

you're in stealing position so a raise is definitely the way to go, make it something that he can push over, i like $72

We are in position, so just calling against a bad lag and giving him some rope isn't the worst thing to do, despite the drawy board.
But raising is fine too. I mix it up.
