Default 1 mil guar; turned set, best way to extract.

Should I be leading the turn?
Bet the river? How much?
Anyone go for a C/R on the river?

First off limp calling with 9s here is a little speculative. A raise is standard. Your hand looks quite transparent.

Secondly, your raise on the turn is entirely too small. I'd make it around 1300-1400. Yours is almost like a minraise. Checking the turn is okay if the guy frequently double/triple barrells without much. Either way you should be able to stack overpairs with your raise here.

In fact I think I'd lead the turn here because donking here looks really sketchy and he may even raise with total air thinking you are leading to block for a draw or to get to showdown with a weak pair. 400-450 looks like a solid number.

Anything but betting the river is bad. He checks behind with JJ-KK a lot of the time but likely calls a bet because he's lost with the turn action. I'd bet about 1800.

If he was unlucky enough to make Aces up he likely pushes and we get the rest of the chips, too.

Yes but wouldn't he try to bet a ten if checked to on the river? Thinking that I am checking jacks and am scared of the ace? Or even view my c/r as a bluff and bet his ten thinking it's the best hand?

I think he is much more likely to check behind with tens than to randomly turn his hand into a bluff since he has showdown value with it.

His most likely hand is JJ-KK, or A10, all of which probably don't fold to your river lead.

Besides A10 the other three check behind and you lose a lot of value but likely won't fold to a river bet since your botched raise on the turn looks, to me anyway, like an attempt for a cheap showdown instead of a set.

Your opponent is bad. So is your river c/r.

nothing wrong with limping 9s in your position so early in the tournament. Some people hate it, but it is not as bad as they want you to believe. Secondly, I think everything is fine. You can definitely c/r larger on the turn, but not the most important. On the river you need to lead with a large bet.
