Assuming no reads, this is an easy call. You're being laid over 3:1 and he has to have you beat over 3/4s the time for this call to be wrong. Raising is bad as he's not calling with less than a straight.

Call here because of the small river bet. However, I would say you are beat here more than 50% of the time because with no reads, he could have

a. been chasing a straight on the flop, slowplayed the turn, and value bet river.

b. stupidly slowplaying a set the whole time. Many villain slowplay sets like that and try to squeeze out minimal value on the river.

c. Called preflop w/ a low suited connector and overplaying 2pair.

d. Playing top pair horribly which happens pretty often too.

If you have a note on the villain as a slowplayer, this is still a call though.

Unfortunately there are TWO one-card straights on the board right now. Your hand can't take ANY additional heat, but given how small the bet was you've got to make a crying call and hope that he's blocking with 86s or A8 or some such crap. You're going to lose this hand more than half the time, but the odds are too good that villain is overvaluing his hand for you to do anything but call.

stats on him are 66/13 over 38 hands.

Should i have bet the turn or not?

Given how loose he is, I think betting the turn here for value is good. It's unfortunate that the "2" came on the river.
