People should not be driving in the Emergency lane unless they themselves are in the emergency - for any reason.

Those people driving in the lane for a shortcut are acting illegally and should be cited.

Those people blocking the lane are acting illegally as they do not have an emergency, and more importantly they are not only blocking the lane the douches in scenario one, but are also blocking the lane for emergency vehicles - how does this guy really distinguish between property vehicles - what if someone was in a regular car and their wife was having a baby so they needed to use the emergency lane.

The rules for use of the lane are there for a reason and should be used accordingly. Let cops enforce the rules in most scenarios, especially this one as the SUV guy is just creating more of an issue by his actions.

Just make an 80x80 pixel .jpg, fill it in with the same color gray to match its surroundings, and stick the proper-sized envelop in the corner. That way 2+2 won't alter the image.
