Default 2/4 Semi bluff turn ... Bluff river?

Villain seems like a tightish regular. In the session I've already tangled with him and came out on top mainly due to set ups. I don't think he views me as unreasonably loose/out of line.

I thought this hand was weird because of his call on turn.
Who likes turn? Who fires river?

Pot is about $400 on the river and he has $230 behind

Do it.

Don't like your turn raise that much, though, because stack sizes are so awkward.

I'd rather raise the flop.

IF you have to raise, do it on the flop to see if he is for real. If you call flop, call turn as well, he is very likely to hold an overpair here, and you are getting decent odds.

As played, I am not sure you can fold out QQ-AA by betting river, and that is what you have to do to make it profitable IMO.

well, on the flop, it's easy for villain to push QQish (which is not good for me)... on this turn it's hard. That said, raising on the flop is obviously good, but I think this is fine once in a while.

I actually really like your play. On the river, my gut would have to be sure he's folding overpairs, and if you have to post on 2p2 you probably don't have that feeling which you need for a big bluff.

In fact, I did bet the river and got called. Then I felt compelled to think a little bit more about what calls me on turn.

I generally rarely bet here unless I know my opponents pretty well, just when they call the turn raise they expect the river bet and just want to see a showdown..

Personally, I'll raise the flop here quite a bit. As played, your turn raise is too small to allow a river bluff. Make it 250ish on the turn and shove river. If he doesn't fold to that, god bless him (unless he has the 4, LOL)
