Interesting B+M situation with verbal bets binding situation and KARMA

i observed a hand at the bike where the turn action was bet 1k, call 1k (the call was with a 1k chip the bet was not), the river went check, and the other guy threw in a 5k chip. @ the bike the 1k and 5k chips are slightly larger in diameter then the other chips but clearly are a different color (grey 1k and marroon purpleish 5k) The guy instantly verbally said call and had about a 3k stack. The better immeadiately tables a set and the other mucked his overpair and thought he owed 1k to the pot. He was wearing glasses and thought it was the same 1k chip that was used to call the turn bet. These chips are also rarely used in this game. obv he gave his stack up and i think its the right rule.
