JJ in a 4-way pot, I have no clue what to do here
Villain is a TAG, not really creative. Other two callers are bad, and would stack off with any pair, not worried about them. I checked the turn because nothing I beat calls there, and is the river a b/f or c/f? Like, it seems really thin cause I have no idea what calls me that I beat but it feels weird to c/f.

Yeh, I think river check/fold is right. By your description it's unlikely he'll make a thin value bet with AT or something, and he'll fold those hands if you make a value bet.
Oh, and I prefer betting bigger on the flop in multiway pots to discourage one call leading to three calls.

I dunno who villain is, but I'm having a really hard time putting him on any sort of reasonable hand other than pair +9, and even then checking back turn seems odd.
