Not necessarily. His calling range is wider than his betting range on the river here imo.

even if this is true, can't it still be wrong to bet? seems like there are a bunch of hands he could be ahead with here, and those will almost certainly call and often might raise.

additionally, he's got to know that we are unlikely to have a hand that could comfortably call a river raise on this board and may take away the pot a reasonable amount of the time.

i could be wrong, but it seems like his calling range needs to be a lot wider than his betting range for this to be a good bet. maybe this would be more true for a smaller bet.
