Electoral reform is a real tough one because the representatives that got elected under the current system are biased towards maintaining the current system.

No Clinton did not sign waivers to give China top secret technology.

He signed waivers, just as George HW Bush had done, to allow US companies to use Chinese missles to launch satellites into orbit.

Loral did break the law afterwards (but again they did not "sell secret technology", some of their engineers wrote a report to help with the missle launches that included classifed material), which Clinton or noone in the US government knew about at the time. If you think Clinton covered that up fine, but there is no hard evidence for it.

True, but like others have said, Clinton avoided the tough battles quite a lot in favor political feasibility. Does this issue breakdown by party lines? Presumably because Repubs generally raise more I thought?

Clinton made some mistakes, bringing his own people in from out side to formulate policy alienated some democrats.
Trying to form a broad consensus when it was clear elements of his own party would not compromise.
Taking too long to bring a bill before congress allowing his opponents to mount a media campaign and influence public opinion.
Trying to build a coalition with the Republics when Newt Gingrich was threatening people’s careers within the Republican Party if they compromised.
but overall given the hostility from the medical industry and the neo conservatives who where coming to power within the Republican party I don’t think any kind of meaning full reform could have been passed by anyone.

So giving "classified material" is just the equilvalent of a parking ticket. The news stories I heard said that before Loral Space, the Chi-Coms kept losing satellites because they couldn't keep them in orbit. After their dealings with Loral Space, the Chinese had the technology to keep their satellites in orbit. Sounds like the bought classified technology to me...

Health care reform WAS passed and then repealed because the bundle of tests/tax penalties designed to expand coverage simply didnt work. Tax Reform Act of 1986, Section 89 of the IRC.
