i just saw a guy with less than 500 posts have a title "Deputy4L" with no notes bragging about how he already has a title

Your OP did seem kind of LOL nitty but it's inexcusably lazy of a mod to not take a second to document the change, particularly since the usernotes are on the same screen as the title info.
