I haven't tried it personally but I thought Western Union already banned transfers to gambling sites & I'm sure they'd step up policing if this bill passes. Obviously no system will be leak proof but they only have to stop the casual gamblers to throttle the whole industry pretty well.

And those sites will just either use an existing neteller-ish middleman, or a constantly changing lineup of their own to obscure the transaction. Kinkda like when you order an escort to your hotel room and the charge shows up on your c/c statement as XYZ Corp (not from personal knowledge but what El D told me).

fsu,

This IG stuff was always an EASY pass in both houses by big majorities. The only reason it got blocked temporarily in the senate is because of holds (which imply a threat to either actually filibuster or be maximally obstructive). So as I said in a post in the leg forum, Frist just loopholed around a loophole. And the bottom line is we gamblers just don't have a potent lobby with a lot of clout that politcians need to suck up to.

As a matter of practical politics, the PPA probably wasn't formed soon enough nor had a large enough budget to fight against this. Since in political terms the # of players who REALLY care enough about this is quite small, it would have taken massive campaign contributions over several years to effectively ensure political support and even that might not have been effective because of the Jack Abramoff scandal, most are trying to appear very pure this election cycle. Politically this was pretty much the expected result.

Even if it's not hard to get money on/off line through the various routes, Average Joe is gonna be like --

Average Joe: Hey, isn't online poker like, illegal?

I'm actually kind of happy. Online poker's ruining my life mo money mo problems.

US sports bettors don't care now about the illegality of betting online, so maybe poker players won't either. Especially if they don't live near a B&M joint.

I'm not a lawyer either but the US has imposed sanctions on foreign banks routinely for all sorts of reasons, this would not even be remotely precedent setting, not even the first UK bank. Do a quick search on google and you'll find thousands of links about assorted US santions against foreign banks.

It basically comes down to how much the Justice dept wants to fight this, they really do have the tools to put Neteller in a vice if they want to in terms of performing transactions with US banks. And the current administration has shown itself very willing to take on fights that are unpopular internationally but popular with it's hard right base.
