w/ the overlay and utg+1 coming in with all sorts of hands, this can't be that bad if blinds are tightish.

What I always do with hands like these is chop the money in the pot including the blinds in half, then act like it's a normal shove against blinds of that size. The reason is you will usually have close to 50% equity against the all-in guy with most hands that are close enough where you have to think about it, such as this one. So here you would have an equity pot of around 190-200 which is like blinds of 130/65 or so. With 33 and a "10bb stack" you should of course be shoving from the button.
Also, I think you have more FE than usual against reasonable players because they know you can't have a trash hand to want to go against the all-in guy. So they might even fold something like 55 here.
