Is this really allowed by the online sites? If no, what can and do they do to stop it?

Sounds like they're charging for their datamining service - you pay, they mine player stats for you. They say they support over 100 sites, but the list doesn't include Stars, which coincidentally is the one site I know of that doesn't allow datamining. Not worth it imo and if you need stats, it's much cheaper (well, free) to mine them yourself.
