Wasn't exactly a great river.
He should have popped the turn, but still, he can't raise the river because if he's popped, he's beat. You could have easily had A9c, AJc etc.

I gotta agree with OP that these hands are very frustrating. It sucks cause you are so sure that you have the best hand and are goin to win then villain shows that he check called down with flopped quads (happened to me before when I had FH). Its nice cause you do lose the minimum but its just tilt inducing.
HH: 200NL $200 effective stacks Hero raises to $7 UTG with TT, folds to BB who calls. Flop: T 9 9 Villain checks, Hero bets $13, Villain calls Turn: T 9 9 2 Villain checks, Hero bets $30, Villain calls River: T 9 9 2 A Villain checks, Hero bets $85, Villain calls Villain shows 99, Hero is stunned, happy but WWWTTTTTTTTTFFFFFFFFFF?!??!?!?!?
