Default Who is Right?

Had a casual 6 man tourney last night amongst friends/co-workers. Very casual. However, I provided someone advice and was contradicted very strongly. Looking for validation on who was correct.

Scenario:

4 handed, paying top two spots, 1,000 in chips to start. Blinds at 75/150.

UTG has 70 chips left. I told him the correct play is to go all in here, regardless of his holdings.

Another player hotly disputed this. He said if holdings were marginal, the correct play was to fold.

Who is Right here and is it even a close decision? Assume the holding is seven duece offsuit as well. I still claim correct play is all in by UTG. Thx.

I think its definately the right play, because hes looking at tripling atleast, instead of doubling up in the BB. w/ only one sb in your stack, you cant be too selective, lol
