New to party bonuses so this may be a really dumb question but why do only half the amount of party points obtained count towards the bonus requirements? E.g. my point score on the lobby menu will go up a 100, but the amount of points I need for the bonus will only go down 50. Thanks.

Likely because only "base" points count towards the bonus. As you move up VIP levels (Jack, Queen, King, etc), you earn points at a higher rate as there is a multiplier associated with each level...but the multiplier doesn't count for the bonus.
