Default preflop heads up against passive players

I'm wondering if you guys could answer a few questions based on your read of this player.

Villain is 30vpip/6pfr from the Big Blind. He is 75/40 from the Small Blind. 20% of the time he raises from the small blind it is a min raise. He is passive postflop and shows down a lot, but will bet when you check to him, especially in position.

What kind of calling range do you have for his min raises?

What kind of raising range do you have for his open limps?

How much does your raising range from the small blind change as their VPIP increases, as well as PFR decreases.
