Default NL10: KK hand, flush card on river

Here's a hand I played not long ago. Any thoughts are welcome

Preflop: Waffles is dealt K[img]/images/graemlins/spade.gif[/img] K[img]/images/graemlins/heart.gif[/img] (9 Players)
6 folds, <font color="red">Waffles raises to $0.30</font>, SB folds, <font color="red">BB raises to $0.80</font>, Waffles calls $0.50
Uncalled bet of $0.00 returned to Waffles

Flop: ($1.65) Q[img]/images/graemlins/diamond.gif[/img] 3[img]/images/graemlins/diamond.gif[/img] T[img]/images/graemlins/club.gif[/img] (2 Players)

My main read was that this guy is very passive post flop but liked to raise a fair bit pre-flop.

The check on the turn was lame, I know. What about the river though? Good fold?

Reraise preflop esp. if he's aggressive. Your raise looks like a steal, his looks like a resteal. If he had reraised more I'd just call in position but not to that size reraise. I like the fold, you only beat AK and JJ. Once he check/calls the flop instead of c-betting I get suspicious.

You need to be good only 28% of the time.
If "very passiv post flop" means we can be sure that he is value-betting the river, then fold. Otherwise I dare say weŽre in a difficult spot.
