Hawk - brought some back from Germany in checked luggage. They were rolled up in socks in a pair of shoes. No problem. Don't declare anything (I never do) and you'll be fine. Have fun!

Pack lots of coke in your bags and they wont worry about the cigars.

OP,
This doesn't help, but a friend of mine's cousin is a customs agent in Chicago, and my friend regularly gets shipped confiscated boxes of Cuban cigars from said cousin. Damn they're good. |

Move to Canada. We can get all the Cubans we want here.

I was told to take the wrapper off and ship them in a ziplock baggie.
At a different time ship the wrappers in the mail. |

I take the wrappers off and pack them in my checked luggage. I put the cigars in my carry-on. I've never had a problem, but I'm not sure the cigars have ever been seen. But even if they were discovered, there's no way to know they're from Cuba without the labels. If they find the labels, my plan is to say that I smoked some Cubans on vacation, saved the labels to show friends and I'm also bringing some Puerto Rican cigars home for my buddies.
