my cbet is a little light here, I see now. I normally aim for 2/3 to 3/4 pot. no explanation.

villian doesn't seem very imaginative, so after his river check I'm thinking he might let go to any bet. If I try it, how big? I'm obviously folding to any raise.

I wouldn't reccomend bluffing river. I don't see what he could've had, after he called the flop bet, that did not hit by the river. Flush got there, if he had 9T, he has a pair that he might not let go of. Plus he doesn't have a lot of money anyways. Maybe it's weak of me, but I'd let go of the hand after the flop, and hope to showdown for free.

Why check the turn but raise the River?
