Razz PHD Project

I am considering studying a PHD in computer science and have been asked to come up with variety of individual project ideas. One of these will be creating a program connecting two clients to play razz together. Within the client I intend to create a bot which plays razz against the user. I am unsure how advanced I want this bot to be, but I am interested whether anyone believes it is possible to play razz(heads-up or otherwise) perfectly.
