Default Software licensing costs for engineering business

How much does it cost per year for the license to use Bentley Microstation and Microsoft Excel for creating engineering drawings and designs?

Microstation is expensive. You should check out their website. You can submit a form and they will send you a price quote. I believe it is on the order if thousands of dollars (i.e prob around 4K-6K).

Microsoft office products are cheap.

not sure where your from but take a look around (possibly city hall) for R&D grants. They usually eat 40-60% of your costs if you qualify.
