Default can drag limited top speed occur after peak horsepower?

Assume a car makes a peak 500hp at 6k rpms and drops to 475hp at 6.5k rpms and its top speed is drag limited. If the car is geared correctly, is it possible for the top speed to occur after 6k rpms and before 6.5k rpms?

Unless the car's drag is horrendously high, that seems almost inevitable. (Depends what you mean by "correctly geared," I guess, though... I suppose you can claim correct gearing means , by definition, providing a gear that enables the car to hit top speed while running at 6k rpm).
