Raise cap in NL?

I just checked the AGLC casino terms and conditions and the only part I can find about the 3 raise cap seems to confirm it part 10.3.9 section e paragraph iv states that "only 3 raises shall be allowed per betting round unless only two players enter the final round, in which case the number of raises is unlimited;"

There does not seem to be any exception for no limit (or open limit as they call it.)
