Villain is 38/12/9.3 over 110 hands, seems to be quite bad.

um, i guess I think for a few seconds b/c thats usually a good thing to do when deciding to commit your 230BB stack but I don't see how you could fold this.

1. The raise is fine.

2. Not fast at all. Against a bad opponent I am going to call, but I won't enjoy it. Against a solid opponent, this is a fold.

I would call only because his flop raise is so [censored] weird it gets him no fold equity and looks like it wants to "sucker u in" or somethin dumb like that. So i call.
