Default one hand in live table(NL 1/2, full ring)

It's my friend's situation, sorry there's no record, I have to write it down.
NL 1/2game in live table.
UTG limp,
UTG+1:HERO JJ raise to 12,
all folds, UTG call.
flop Q35, two diamonds.
UTG check, HERO bet 20 ,UTG raise to 60, HERO fold.
HERO was the big stack, had about $400.
Villian is new to the table, 100buyin(half buyin), no reads

Lots of friends commented the hand.
A top SNG player(usually play 530,1060buyin sng, roi 20%, wcoop main event the 7th, wsop 2007 main event the 320th) said, cosidering the villian's stack, definitely it's a push.
Another high stake pro said in small stakes, people seldom know semi-bluff, so fold is not bad.
I usually play mtts, my point is:
1. It's best spot to semi-bluff, even pure bluff, as villian considered HERO c-bet.
2. I don't agree with the high stake pro's words. Semi-bluff is easy to understand and use.
3. Villian is new to the table, we should cost some money to "buy" the info.

And, HERO asked whether Villian had top pair or flush draw, the answer was, "46, open ended str8 draw".
I prefer to believe it.
Comments plz, thanks!

Is this casino or home game? This is standard fold vs. an unknown. thats about it.

dont give away chips for "information". This is -EV, especially playing 1/2 in a casino where youll most likely never play with same villain again.

seems pretty normal to me, you have to consider the unknown a loose passive player that prob wouldnt raise on a semibluff there. Take a mental note and move on.
