How can I transfer a database to someone else?

apart from the likely breach of a poker site's terms and conditions, PT has a feature to export hands (according to a given set of parameters).

This generates a large number of HH files, which can then be transferred (email, CD, DVD, flash disk, etc.) to another PC, which can then be imported into the other PT database.

If you're using PostgreSQL you can dump the whole database into a textfile (see PSQL manual, "pg_dump" is your friend...) and transfer this file to another computer.

Or just use the backup/restore functionality built into PT, this also dumps your PgSQL-Database into a single file.
