The initial draft had salary slots for each pick, and a separate rookie draft that reverse snaked the regular draft. The existing league commish and I are discussing our thoughts on how that worked (pretty well) and if there are better ways. I suspect we'll do something very similar if not identical.

Can someone give me a cliff notes of the salary cap rules...I'm quite confused right now and I really don't feel like reading that huge rules post.

3 contract types.

M = Max = 25% of cap. Cap is set each year based on changes in the actual NBA cap.
C = Standard Contract. Goes up $1.0 first two years, 2.0 next two, 3.0 next two, etc. At C5 or higher (each year the number goes up 1), you may either up his salary the appropriate amount, or release to free agency and retain rights to bid on him without regard to the cap (Bird Rights)
R = Rookie. Stays same until after completion of R4 season, when you must either max him or release to free agency (you will retain bird rights).

Cap is $66.0. Each team will pay that amount regardless of their cap situation. On opening day you will also pay luxury tax equal to the amount you are over the cap. Same thing at the trade deadline. So effectively it's a double luxury tax. Team at 100 will pay $134.

Clark...I'm fine with it being a 4-5 year thing. But if that's not necessarily desirable, what abotu accelerating the timetable? Making rookie contracts shorter, etc. Is that feasible?

Oh, it works fine. This league from Day 1 has pretty much ruled. It just takes time to work out that every contract is either an M1, C1 or R1, meaning there's little upward pressure on salaries for a few years. But, that's ok, it really keeps things in balance at the draft so that taking older productive players is still good and that if you want to take young guys early (relative to their immediate production) you pay a price.

i want in. ive never done fantasy basketball before, and i dont have a fantasy football team this year for the first time since like fifth grade, so i could be totally focused on this
