can someone please explain if they pass this bill what exactly are the consequences. Will they ban people from playing the sites? how can they stop that? A small explanation will be greatly appreciated

It is unclear exactly what will happen until we see the exact language that gets added to the conference report. Most likely, it will forbid banks from processing any sort of transaction related to online gambling (probably including NETeller transactions), making it extremely difficult for casual players to fund their accounts.

We don't know the exact text yet and probably won't know until the end of the day. The likely stuff in the bill is twofold, some restrictions on banks & credit cards which might be possilbe for the truly motivated to get around but will effectively dry up the fish pool as the casual gambler won't go through the hassle. What is uknown is what restrictions there are for individuals to play, there has been different text on this in different bills and no one has seen what Frist has been inserting into things, likely it's not serious but then again who thought Washington state would equate playing online with a class 3 felony, equivalent to child molestation or assult with a deadly weapon either, we just don't know at this point.

The short version of all this is that it WILL most likely kill online poker in the US for casual palyers and thus drying up the supply of fish, even if there are some loopholes for the truly motivated.

If it's only about regulating credit card payments, I am not so sure.

Only a very, very small percentage of people use them now because almost all CC companies refuse to fund online gambling sites because there is little recourse for stolen cards since the companies are all overseas.

This frenzy isn't going away until something gets passed, so if it is just a mild financing ban, and they don't get the rest of the wording in, I would rather get it over with and see how things settle out.

Most of what little we do know about what Frist has been doing has included banks, not just credit cards and the House version was banks as well so it's highly unlikley to just be credit cards.

True, but that is directly from banks to the online companies. I have not seen anything regarding bans on Neteller or similar, which would still be available.

(I could be wrong, that is how I understand it.)

This will most likely prohibit ANY transaction related to internet gambling, including NETeller transaction. Again, we can't be certain about the scope until the conference report is signed and we can see the exact language.
