Default Good or bad turn?

Villain is unknown, 21-14-2.5 after only 30 hands... what's the best line here on turn. Am I trying to extract value from a lower set or should I go for a cheap showdown because every draws just completed...

I can't imagine he calls a raise with something you beat, so i like a check behind here, hope to fill up and think about VBetting river if he checks or call if he raises any blank river.
