As said, your bet is too small for it's purpose here. I think it's clear that if he calls, he has you beat, but you said that yourself.

I wouldn't even be suprised to see a set of Queens here. I've seen people playing them like that. His flat calls on flop and turn would make me very suspicious and I would not have made that bet on the river.

if you're gonna bluff you should be betting amounts that actually represent a holding better than your opponent's most likely hand

this isn't a very good card to bluff at either because betting here looks like a flush or nothing unless you have some history for valuebetting somewhat light against him. and it's very possible that he actually hit the flush since your turn bet wasn't too big
