Call. I would usually lead the river for $16 though.

With the lead on the river, would you call a push?

He just said that he would call the $28 river bet. This is exactly Hero's entire stack.

c/c the turn. This keeps the pot a more managable size.

Edit: I just noticed that the river bet is for your stack. I think you need to call. But a check on the flop or turn would have let you get to the river without having to face a 2:1 pot odds decision for your stack while holding a 1-card straight on a board that just gave villain a possible backdoor flush draw and action that supports the possibility that villain has QJ. I'd call just because the pot is big, and at least 1/3 of the time he will have less than QJ or a flush.
Your SPR at the flop is about 12. That's trouble for 1-pair OOP. So, given that the flop only has some straight draws and no flush draws, sometimes c/c is ok on the flop if tricky villains behind you will raise a lot, but you'd like to keep things at a reasonable size throughout the hand.
