Default interesting turn spot 10/20

i had only been sitting in the game for 5 minutes or so, the villain in this hand was definitely not a regular. he wasnt making horrible calls preflop, but was definitely on the loose side, so heres the hand....

calls $40

*** TURN *** [9c 7s 3d] [8d]
(im first to act, just me and villain still left in the hand)

my initial reaction was just to make a pretty strong bet given i had and open-ender and a flush draw, but i also felt that 8 could have really helped his hand and i pretty much knew i was behind and wasnt sure i could get him to fold anything (not just because he wasnt a great player)... anyways, im not gonna say much else, b/c? c/r? c/c? and why

thanks

i kind of want thoughts on the hand if we assume the villain is a good/competant player... though i really dont think it changes the given situation
