little help with min betting?

I play loads of poker and this just has never come up for me but it did the other day and wondered the ruling.

now i know that on the flop etc if someone bets 10 then the min re-raise would be by 10 more to 20 then a re-re-raise would be to 30 etc as min is the last raise. But the question is does this apply pre-flop?

for example assuming 50/100 blinds.

utg min raises to 200 now if someone wants to min re-raise what would the amount be? is it 100 more 300 total etc

or is it 200 to 400?

i think its 100 to 300 total but im confused.
