Villain is 16/10/2.8 over 1500 hands.

I was really confused on this hand.

I think you are wide ahead here. Why would he reraise this flop if he has like TJ here?
Hands that might reraise you here are 7x to define their hand, or pocket pairs that think they are ahead.

I think calling here and reevaluating the turn is the best play here.

I have no idea what the pokertracker numbers mean, but i think you have to call a flop check raise. From the villains point of view this has missed you lots of the time. Perfect spot for him to check raise the flop and rep the set. Again if the pokertracker stats mean he is tight then this might be a fold.

I also think raising the flop will fold out worse hands, and be called by better.

I would call his raise and re evaluate on the turn. If he is bluffing on the flop then he is going to fire on the turn a lot of the time. I would call a pot sized bet on the turn unless an ace comes.

If he checks to you on the turn i would check behind and call anything on the river.

VPIP/PFR/post flop aggression 2.8 is pretty wirey but by no means excessive for a good player.
