When me and my friends played mini golf for money, we'd usually coin our balls. Granted, we were also usually drunk at the time, and these wouldn't be real mini golf rules.

i work at a mini golf and when the employees play we all do our 1st putt then whoeevr gets it closest shots and finishes the hole. seke2 idea is the best, although when we play, on your first shot you are allowed to try and hit another ball on purpose but once all the balls are in play thats not allowed.

They say if you hit a hole in one on hole #18, you will get a free game.

I'd say no penalty and he gets to put it back where it went out NOT where it was. Also, completely standard/correct for multiple balls to be in play at same time. Hitting the other balls is part of the game.
