Reasoning is that he's making this bet with a much wider ranger than a full house, he easily takes this line with KJ/QJ/JT, any Jack period and possibly diamonds or a ten as well, all of which you beat.

I like a fold here, it's close, but his line looks like he's full to me. The range mentioned above for completing hands is accurate, but few of them are consistent with full potting the river (87? Q9? are you serious?). Looks like a J8 type of hand to me. There aren't many dry Jacks other than QJ, maybe KJ, he would limp the SB and then have the balls to hammer the river like this.
