Default Crack Angle shoot?

live 4/8 LHE table last night. Guy on my imm left is what I call the poster boy for Crack Illustarated. He is really nervous, his whole body is shaking all the time, most noticeably his hands and arms. Anyways, I am betting this hand all the way and he has been C/calling me down the entire way. Gets to the river and he is first to act(He is the SB). His hands start shaking, he starts for his chips, gets together a stack of 8 of them, pushes them out so it is an obvious bet, he releases a few of the chips. I see the chips start to release out of his hand so I put my bet out to call. He pulls his bet back and looks at me and says "you bet?" I look at the dealer and I say to her "Come on, he bet". Dealer says, "No sir, he pulled his chips back but you can still bet if you want". WTF?

Crack Angle shooter? He is a regluar so the only thing I can think of is he had been toking the dealer fairly well all night and this was his personal treatment. Oh yea, that and this dealer was pretty lame all around the whole time she was there. Also, maybe my fault for not waiting till he released all 8 of his chips instead just 2 of them .NOT!

Maybe trivial but just curious as to what constitutes a bet these days

He bet. Dealer must get to share his crack.

He bet. As to whether it was an angle, the result often speaks for itself.

99% sure it's an angle.
Call the floor and ask for him to put those chips back in the middle

This guy was a real piece of work. After this happened he told me that if I was going to play this way that I shouldn't be in the casino

He's right. You should always wait for them to finish action before even moving your hand towards your chips. Lesson learned, hopefully.

Why is it so hard for people to wait?

$5-$150 CasinoAZ. Regular who loves to gamble re-raises stranger in game. Stranger instantly says "reraise $150". Regular instantly replies "I'm allin" and stranger says "call". No chips have moved from their stacks. Regular throws down his pair of aces face up. Stranger says "I didn't call, I never moved any chips out, I folded". Table explodes with arguing. Stranger racks up all his chips and takes them with him, leaving before security can arrive.

Regular files police report but floor warns him that the tape can't verify anything so it might be a difficult prosecution if they catch the guy. And casino would not compensate the regular for the "theft" because they didn't have any bets on tape.

You suggesting that what OP described is something other than a binding bet where you deal?

That's a bet, far as I know, in every room I've ever played (mostly Vegas), and there's no reason whatsoever for me to wait. Though yes, I've read on 2+2 of some places that insist until the player's hand comes back he hasn't wagered and he can still retract the entire sum (a totally ridiculous notion). Waiting is just slowing down the game. In limit, where the size of a wager is almost never in doubt, if you grab a stack and go forward you should be committed and anything else is catering to angle shooters.
