Is this just for trades, or does it apply to the waiver wire too? I know I use a lot of different defenses throughout the course of a season depending on the matchup, it doesn't make much sense to block me from picking up a defense in week 15 that I dropped after week 3.

Absolutely. It's two teams working together repeatedly to circumvent the spirit of the rules. The NFL would never allow something like this.

And I hate the a-holes who stockpile players they don't/won't/can't play to prevent their opponent from picking up a injury/bye-week replacement. But that's a different story rant.

I think it's fair also. If I have room on my bench why should I let a good player stay on the FA/WW for someone to pick up and use against me? I'd rather have them on my bench than have someone use them to beat me or the team I'm fighting for a playoff spot.

Pretty much of all this is fair, so long as everybody is trying to win rather than helping somebody else's team at their own team's expense.

If the 1-week trades are mutually beneficial, it's fine by me.

How is it? Why would anyone do such a thing? Instead of trading a guy for one week just focus on dominating.

It's only collusion in the sense that all trades are collusion. I don't see a problem with it as long as both owners are acting for the benefit of their own team. Coulsion is only when one owner acts for the benefit of another to the detriment of his own team.
