Default PECOTA/PFM mid season update question

I see that BP has released an update to their PECOTA and PFM forecasts (for fantasy). but, I can't figure out what's going on in the PFM.

It looks like $ values have changed, but projections have not since pre-season. Victorino, for instance, is projected to steal 13 bases, and he already has over 20. but his $ value has changed since pre-season.

I had asssumed that the $ values are derived from the projections, but maybe not?

They've changed projected playing times for players, which has changed the projections for a bunch of guys. I think the $ values for guys are their value relative to to other players so if projections for a few guys change then that could change the $ values for everyone.
