Yeah I think the big problem is that you will almost never improve on the turn, and I think they will bet way too often. Flop fold is the best play without a read.

Folding flop seems fine.
But as villian is short and has made a strange miniraise i also like a reraise on the flop.

I hate playing this OOP as much as anyone, but I think you gotta at least call the flop. So many times this is 7x,88,99,55, straight draws. And depending on the player, they'll check these a lot on turn if you call flop.
I could fold the turn here though, until you get a feel for this dude's play.
Sometimes you HAVE to spew w/ middle pair OOP w/ one overcard on board(if you have read your opponent turns out to be one of those assclowns always minraising bottom pair and such), but not very often.
