I'd be raising the flop with a lot worse than top pair so i'd go ahead and raise the flop.

Villain is unknown, so I wasn't worrying about metagame here. I understand your point, but I think this is to be approached as if in a vacuum.

I would raise flop usually, and if not, I'd raise the turn. I think you're missing value here.

What do people think of a river shove? Way too thin?

I wasn't really thinking metagame its strictly a value raise. I get your point though, and ignoring metagame I'm equally happy raising the turn as the flop. Regardless there is value in upping the bet somewhere before all the cards are dealt.
