I'm paying him off every time unless he you have some history between him, a super strong read and he is known to play monsters this way.

I really think this is a value bet as opposed to a block bet. It looks like he is trying to get value out of his pocket jj or kk by betting small on the turn and getting a call from you which will pot commit you to call his final $70 into a $225 pot on river. I think you are definately behind here.
