Default Value bet TPTK on river with fourstraight on board?

Villain was something like 22/8/2 after about 30 hands.

I think his flop c/r looks a bit like TP/2 pair and he wants to protect from the straight. When he checks the turn he is either afraid of the straight himself or an idiot (if he has the straight). Since he only called your bet I assume he doesn't have the straight.

He might still have 2 pair, though (now even more, he could have played T9s). I don't see any value in a river bet, thus I like your line.

And no, I don't 3-bet this flop.

I don't like 3-betting the flop. That said- his hand looks a lot like a 9 and I think you must value bet river. There's nothing about his play that should scare you.

villian slowed down when the 4th straight card hit.... maybe flopped 2 pair and wants a cheap showdown? I'm betting the river anyway

If he c/c the turn with the straight to set up a c/r on the river, make a note about him being tricky. But since he did check the turn you really need to bet this river.
