I think this is a clear valuebet.

Bet as much as you think he will call. You are forced to call his raise if he c/raises because he can BARELY raise anything at all. In fact, the pot is 38 and he has 25 left. I push. Sometimes I try to do something cute and bet like 22 or 23 or whatever.

I would push for value and expect to get called by a J and sometimes random pairs.
