when we c/r our range of hands is mostly polarised around nut hands on this board (at least for an average / general Hero especially one that has been playing straightforward against an 18/16 type). If he is bet/calling he believes we are very often c/ring the river as a bluff and given the OP would believe this to be incorrect (although one poster says that he often c/r bluffs the river).

If we bet the river in such a way that villain believes we are bluffing or are doing it as a blocking bet or for thin value with a weak hand then raising for value becomes more appealing.

It all depends on your ranges and what you perceive people to do but as I said I believe this to be the standard for a generic Hero / 18/16 Villain
