Default Nicely played min-Raise with 99 NL200?

Okay, well here is the case of the sweetener coming into play. Im at a table where the highest VPIP was 3%!
I get 99 in the blinds..a good hand, but with all the limpers, I dont want to be getting crazy since I'll have to hit the flop real well, and still not be out of the woods.
So, I go for the infamous "sweetener" raise that everyone hates..just in case I hit.
