I tip the cable guy for installs only. But it's Christmas, assuming he were a halfway decent paperboy (clearly he's not), I'd have thrown him $20. I tip my barber $50 the week before Christmas.

Is the car blocking the newspaper delivery box?

If it's not something like that, then complain. rinse, repeat ad naseum. they will get dinged financially as if they didn't deliver your paper.

Can you buy the paper locally, rather than have it delivered? Then cancel the service and explain why.

If that's not an option, then send a card with a penny tip and a note:

"I wanted to reward your expert marksmanship over the past year. I'm planning on parking my wife's car farther up on the driveway. Please do so weight training so you'll be able to hit the new target as accurately as you did the old one."

Now, if the paper wasn't in a bag, could he have been doing it to protect your paper from the elements? :P

edit- never mind, ScottieK's is much better than mine. Use his, or rewrite to respond to his "please tip me" card: "My car thanks you for the paper throughout the year. Look for his check shortly"

I dont believe complaining wont work. Any decent paper has a phone number specifically for problems with delivery.
